The Consumer Council reviewed more than 30 makeup bases on the market and found that more than 80% of the 20 samples that claimed to have sunscreen properties contained ingredients that may disrupt endocrine function and cause photosensitivity reactions. The Executive Director of the Consumer Council, Wong Fung-han, said that there is currently no special regulation in Hong Kong to regulate cosmetics. Such products are regulated by the General Consumer Safety Ordinance. As for whether the products reviewed this time violate the Trade Descriptions Ordinance, since the Consumer Council did not test the products this time, it is impossible to know the content of the relevant ingredients and it is difficult to make relevant judgments.
Wong Fung-han said that the main purpose of the Consumer Council’s review this time is to provide consumers with integrated information so that they can understand the potential risks of these products and consider whether to use other alternatives, such as moisturizing primers. She emphasized that since the cost of product testing is different from that of the ingredients being tested, if the Consumer Council deems it necessary in the future, it will consider conducting relevant tests.
She also hopes that the manufacturers of makeup base products will know that these ingredients will bring health risks to consumers, and try to use other substitutes when designing formulas in the future to provide more protection for consumers.
